About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking a professional services firm to provide comprehensive support for boating and waterways projects statewide through a Continuing Services Contract. The procurement is a qualifications-based selection seeking firms capable of performing multidisciplinary services including planning and design, surveying and GIS mapping, geotechnical engineering, environmental/biological services, civil engineering, and project and database management. All services must be provided by a single firm, either through in-house capabilities or subconsultants, with a focus on supporting state-owned waterway markers, boat access facilities, disaster management, and emergency response initiatives. The RFSOQ requires respondents to submit detailed professional qualifications, including a Professional Qualifications Supplement, Florida licenses, and Federal GSA Standard Form 330, with a minimum of five professional references. Key procurement dates include February 17, 2025, for question submissions, March 4, 2025, as the response deadline at 2:30 PM ET, April 1, 2025, for shortlist results posting, April 15-16, 2025, for finalist interviews, and an anticipated award date of April 25, 2025.
The FWC encourages participation from certified minority-owned, woman-owned, and service-disabled veteran business enterprises as recognized by the State of Florida Office of Supplier Development. Potential respondents must be registered in both the MyFloridaMarketPlace (MFMP) and Sunbiz systems prior to bid submission. The contract will have an initial three-year term with options for three additional one-year renewals, covering projects with estimated construction costs not exceeding $7,500,000 and planning/study fees limited to $500,000. A minimum of three respondents will be shortlisted for interviews, with one firm expected to be selected for the contract. The scope of work may include future projects such as designing and reviewing boat ramps, developing boating restricted area marker plans, and shoreline stabilization projects. Architectural services may also be required, though no specific architectural projects are currently planned. Respondents must submit one original printed copy and one electronic PDF copy on a flash drive to be considered for the contract.
