About this opportunity
The City of Fountain, Colorado Strategic Partnerships Department is requesting qualifications for Design and Engineering Services on an as-needed basis through a Master Services Agreement with individual projects assigned via Task Orders, with responses due October 30, 2026 at 5:00 PM.
The scope encompasses project scoping and cost estimation, studies and construction document preparation, traffic impact studies, project administration and construction management, and engineering design for street improvements, storm sewer projects, sidewalk and pedestrian work, erosion control, and water quality facilities. Responses are limited to 25 pages and must include firm information, organization details, key personnel resumes with Colorado professional registration credentials, and three client references.
The anticipated Master Services Agreement term runs from January 1, 2027, through December 31, 2031. Award of the agreement does not guarantee future work assignments; the City will develop a ranked list of qualified firms posted on the City of Fountain website. Upon project assignment, selected firms will negotiate scope of work, fees, and expense budgets based on specific project requirements. Agreements are governed by the City of Fountain Financial Policies and Procedures Manual and require City Council approval and appropriations.
Selection will be weighted as follows: previous work (15%), key personnel qualifications (20%), project scoping and cost estimating experience (10%), drainage analysis and design experience (10%), traffic impact studies and street improvement design experience (15%), specifications and bid document preparation experience (15%), and project management and construction oversight experience (15%).
Questions are due October 23, 2026. Submittals must be sent to the Strategic Partnerships Department at 116 South Main Street, Fountain, Colorado 80817, by mail, hand delivery, or email to ethomas@fountaincolorado.org. A draft Standard Agreement for Professional Services is available; firms may note objections to specific provisions in their RFQ responses.
