About this file

This is a Request for Qualifications (RFQ) issued by the City of Fountain, Colorado Strategic Partnerships Department for Design and Engineering Services to support future public works infrastructure projects. The RFQ solicits qualified firms to provide professional design and engineering services on an as-needed basis through a Master Services Agreement, with individual projects assigned via Task Orders as funding becomes available. The scope of services encompasses five primary tasks: project scoping and cost estimation, studies and construction document preparation, traffic impact studies, project administration and construction management, and engineering design for street improvements, storm sewer projects, sidewalk and pedestrian work, erosion control, and water quality facilities. The RFQ was released on October 16, 2026, with questions due by October 23, 2026, and responses due by October 30, 2026 at 5:00 PM. Submittals must be sent to the Strategic Partnerships Department at 116 South Main Street, Fountain, Colorado 80817, either by mail, hand delivery, or email to ethomas@fountaincolorado.org. The anticipated project period extends from January 1, 2027, through December 31, 2031. Responses are limited to 25 pages and must include firm information, organization details, key personnel resumes with Colorado professional registration credentials, and three client references.

Selection will be based on evaluation criteria weighted as follows: previous work (15%), key personnel qualifications (20%), project scoping and cost estimating experience (10%), drainage analysis and design experience (10%), traffic impact studies and street improvement design experience (15%), specifications and bid document preparation experience (15%), and project management and construction oversight experience (15%). The City will develop a ranked list of qualified firms to be posted on the City of Fountain website; however, award of a Master Services Agreement does not guarantee future work assignments. Upon project assignment, selected firms will negotiate scope of work, fees, and expense budgets based on the specific project requirements, with agreements governed by the City of Fountain Financial Policies and Procedures Manual. City Council approval and appropriations will be required for Professional Services Agreements. The draft Standard Agreement for Professional Services is provided for prospective firms' review, and firms may note objections to specific provisions in their RFQ responses.
