About this opportunity

The Florida Department of Environmental Protection (DEP) is soliciting Statements of Qualifications (RFSOQ 2025005) for Professional Project Management Services to support the Resilient Florida Program and Office of Resilience and Coastal Protection. The procurement seeks up to ten qualified firms to provide professional services related to inland and coastal flood hazards, environmental modeling, stormwater management, coastal engineering, habitat restoration, and construction management. Respondents must demonstrate expertise in areas including vulnerability assessments, flood reduction project design and permitting, and sea level rise mitigation. Evaluation criteria are comprehensive, with 75 points possible for past performance (based on three client references) and 71 points for technical response covering qualifications, project management approach, and sample work products. Key deadlines include questions due by December 6, 2024, responses due January 21, 2025 at 3:00 PM, and a public opening on January 22, 2025 at 10:00 AM. The initial contract term is five years with potential for up to five additional renewal years, and work will be assigned through Task Assignment Notifications with contractors able to accept multiple simultaneous tasks.

To be eligible, firms must be legally authorized to provide professional engineering services in Florida, hold a valid Certificate of Authorization from the Florida Board of Professional Engineers, have been in continuous operation for at least five years providing engineering services in Florida, and employ licensed Professional Engineers registered in Florida. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. Firms must be registered with MyFloridaMarketPlace and maintain professional liability insurance coverage of at least $1,000,000 per claim, along with other required insurance types including Commercial General Liability and Commercial Automobile Insurance. There are no incumbent vendors noted for this contract, and no predetermined budget was specified. Pricing will be established through negotiations with up to ten highest-ranked firms, with individual task assignments determining the overall contract value. The DEP reserves the right to award to one or multiple respondents or make no award, and will apply a 1% per day invoice reduction for missed deliverable deadlines unless a written extension is approved.
