16.

3.3.5 -

We wanted to submit a clarifying question with respect to Section 3.3.5 Tab C, and the reference to proposals being limited to the respondent’s branch office.

Arcadis has nine offices across the State of Florida, and nationwide about 120 offices. The way our firm is organized we have staff with different types expertise nationally that may support another jurisdiction locally. So, a project may be led out of our Tampa office for example, but have staff supporting from Sarasota or Tallahassee offices, and potentially brining in expertise from staff in an out of state office.

Is the statement in Section 3.3.5 meaning that we should utilize/specify our Florida branch office that would be the primary hub for managing work under a potential DEP contract, and that all other Florida offices may play supporting roles and if staff in those offices have worked in support of delivery of a project in another office that should all be specified? Or similarly, if we have staff with relevant expertise that are based in a Texas or Louisiana office, but support project delivery work in Florida – that should also be specified? In short, can specialized resources and subject matter experts reside in multiple offices, but provide service/project delivery via a primary branch office e.g. Tampa?

This reference in Section 3.3.5 is concerning qualifications, knowledge and expertise for the items listed in (a-g). The response to fulfil this request shall be based on work performed on similar project types. The examples used must be relevant to the branch office or the staff that will be directly managing this DEP contract.

17. - - The RFQ requires that the firm be registered with the Florida Board of Professional Engineers and employ licensed Professional Engineers registered in the State of Florida. Would this not cause the solicitation to be covered under the Consultant’s Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes?

This solicitation is being procured in accordance with Section 287.055, Florida Statutes as stated within Section 1 Introduction, of the RFSOQ document.

18. - - The RFQ stipulates that task orders are competitive based on price. If the solicitation is covered under the CCNA, would the Department change this procedure so that it is in compliance with the CCNA?

The Task Assignment process takes place after the solicitation has concluded and contract(s) have been executed to the awarded firm(s) as outlined in Section 4.2.

Work Assignment Process, of the RFSOQ document.

Refer to Section 2.3 Overview of the RFSOQ, for information regarding the phases that will take place under the solicitation process prior to contract award.

19. - - Would an awarded firm or its partner firms be precluded from competing for other work offered by the Department or ORCP?

As long as there is no statutory prohibition or conflict of interest, no. A selected Contractor will covenant that it has no interest and shall not acquire any interest which would conflict in any manner or degree with the performance of services required as stated in Attachment 1, Standard Terms and Conditions for Professional Services, Section 33.

20. - - Since it is mentioned that “This project will require a special discipline approach,” is it required to provide services for all the areas mentioned on page 19, Section 3.3.6, or elsewhere in the RFQ?

Respondents shall demonstrate that they have sufficient qualifications, knowledge, experience (QKE) in those areas listed in 3.3.5; if the Respondent does not have the required QKE, we will accept proof of a contractual arrangement in place at the time of response with an acceptable firm that does (subcontractors), and their requisite QKE.

21. - - Can proposed subconsultants be included in more than one proposal for this RFQ, that is, be on more than one team?

Yes.
