About this opportunity
The Long Beach Public Utilities Department is soliciting proposals for professional laboratory services to conduct chemical, physical, radiological, and microbiological testing of water, wastewater, soil, and sludge samples under RFP UD-26-311, with proposals due March 5, 2026 at 11:00 AM. The department intends to award contracts to multiple responsive vendors and has posted a Notice of Intent to Award naming Eurofins Eaton Analytical, LLC and Weck Laboratories as selected awardees as of May 20, 2026.
Contractors must hold SWRCB-ELAP (State Water Resources Control Board Environmental Laboratory Accreditation Program) certification at TNI-2 for all methods performed, a valid California ELAP certification laboratory license, and a current City of Long Beach business license. The scope encompasses EPA-approved analytical methods for drinking water (the primary sample type), wastewater, and solids, with sample pickups required one to two times weekly between 2:00 PM and 5:00 PM. The contractor must collect samples from LBPUD's Water Quality Laboratory within four hours of request during business hours (8:00 AM to 5:00 PM weekdays) and provide 24-hour emergency response with four-hour turnaround capability. Standard analyses must be completed within fifteen business days or less per U.S. EPA Guidelines 40 CFR Part 141. Fee schedules must be submitted in Excel format with unit prices for specified analytical tests and surcharge pricing for rush analyses (24-hour, 48-hour, and 1-week turnarounds); all labor, equipment, materials, supplies, sample containers, preservatives, ice, and QA/QC analyses are included at no additional cost.
The contract term is one year from execution with options to extend for up to two additional one-year periods through mutual agreement. Last year's anticipated annual spend was approximately $130,000, with current contract pricing not to exceed $600,000 over the three-year period. No minimum sample volume is guaranteed. Evaluation criteria are weighted as follows: Approach (40 points), Experience (30 points), and Price (30 points). Questions were due February 24, 2026 at 11:00 AM, with answers posted by February 26. Addendum No. 1, issued February 26, 2026, provides clarifications and Q&A responses. Proposals must be submitted electronically via the Long Beach Buys portal and include insurance requirements, compliance certifications, W-9 forms, and Secretary of State registration.
