About this file
This is Addendum No. 1 to Request for Proposal #UD-26-311 issued by Long Beach Utilities (LBPUD) on February 26, 2026, for professional laboratory services specifications. The addendum provides clarifications to the original RFP through 38 questions and answers submitted by prospective bidders. The contract is for a three-year period covering drinking water, wastewater, and solids sample analysis using various EPA-approved methods. Sample pickups are required one to two times weekly between 2:00 PM and 5:00 PM. The lab is responsible for courier services, though outside courier services may be used at the contractor's liability and cost risk. Most samples are drinking water with minimal wastewater and rare solids samples. The RFP allows proposers to submit fee schedules in Excel format with separate line items for various testing methods, including volatile organics, anions, dioxins, pharmaceuticals, metals, disinfection byproducts, and microbial testing (total coliform, E. coli, and HPC for drinking water). Proposers may include line items beyond those specified and may submit redlines to contract language for review, though modifications are subject to Attachment I approval.
The incumbent laboratories are Eurofins and Weck Laboratories Inc., with current contract pricing not to exceed $600,000 over the three-year period. Last year's anticipated annual spend was approximately $130,000, depending on California Department of Drinking Water new order requirements. Method substitutions are permitted only if the substituted methods are ELAP certified with identical reporting detection limits. No emergency samples were required historically, and no 24-hour composite sampling is needed. Tests may be submitted as no-bid items. The contractor may provide business licensure upon award, as all work is performed off-site. CLIP data submission is required for all wells and some point of entry sites in addition to the specified EDD format. The RFP does not require a total bid amount in the online portal, and the "Promised Date" field is optional.
