The solicitation does not reference specific set-aside designations or disadvantaged enterprise restrictions for respondents. One or multiple qualified firms will be awarded basic contracts with an initial three-year term and two optional one-year renewal periods exercisable at the County's discretion, subject to mutual written agreement and County Council approval. Work will be issued through individual task assignments negotiated on a project-by-project basis, with no guaranteed minimum work volume or covenant that the firm will perform any work during the contract term. Respondents must maintain workers' compensation insurance with Florida Statutory limits, commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, auto liability with $1,000,000 combined single limits, and professional liability with $1,000,000 per occurrence and $2,000,000 aggregate limits; all policies must be issued by Florida-licensed insurers with a minimum A.M. Best rating of A-. Compensation will be determined on a project-by-project basis through task assignments utilizing fixed fee, time and materials, cost-plus-a-fixed-fee, or guaranteed maximum-not-to-exceed pricing structures. The specific budget or award value for this basic contract agreement is not disclosed in the solicitation; pricing is evaluated as only 5 percent of the total score, indicating that the County's primary focus is on qualifications and experience rather than cost.
