About this opportunity

The Town of Prescott Valley is soliciting Statements of Qualifications for professional engineering services to prepare a Design Concept Report for the Florentine Road Improvement Project (CIP #CS2706), with submissions due November 9, 2026 at 3:30 PM Arizona MST. This is a qualifications-based selection; compensation will be negotiated with the selected firm based on proposed fee schedule and reimbursable expenses not-to-exceed, and award decisions rest on demonstrated competence rather than price.

The scope encompasses existing corridor-conditions assessment, right-of-way evaluation, constraints identification, conceptual roadway and drainage alternatives, utility assessment, traffic and multimodal evaluation, cost estimation, implementation strategy, and a comprehensive Design Concept Report with 15% design plans. The anticipated completion timeline is 6 to 9 months from Notice to Proceed. Consultants must hold current professional engineering registration under A.R.S. 32-141 and maintain professional liability insurance of not less than $1 million per occurrence or 10% of the construction budget, whichever is larger.

The Selection Committee will evaluate submissions on project understanding, schedule and cost controls, quality-control ability, firm experience, roadway design expertise, project manager qualifications, project staff capabilities, and references. Up to three qualified firms may be selected for presentation-interview sessions, with contract award anticipated February 15, 2027 following Town Council recommendation on February 11, 2027.

A non-mandatory pre-submittal conference is scheduled for October 8, 2026 at 2:00 PM Arizona MST via Microsoft Teams. Questions are due November 2, 2026 at 5:00 PM MST. SOQ submittals must not exceed 12 pages of text (8.5 x 11 inches, single-spaced, 12-point font) plus optional 2-page cover letter and appendices limited to resumes and firm brochures, submitted electronically through the Bonfire procurement portal. Future final design services including 30%, 60%, 90%, and 100% PS&E submittals, technical specifications, permitting, and construction support are anticipated to be negotiated upon authorization following bond sale.
