About this opportunity
The City of Winter Haven is seeking professional engineering consulting services for the Winter Haven Regional Airport through a Request for Qualifications (RFQ-25-40) under the Consultants' Competitive Negotiations Act (CCNA). The procurement aims to select two or more qualified engineering firms to provide comprehensive services for airport-related projects, including planning, design, and construction administration. Anticipated services encompass a wide range of airport infrastructure improvements such as topographic surveys, geotechnical exploration, runway and taxiway extensions, rehabilitation of airfield electrical systems, stormwater systems, fencing, utilities, roadways, parking facilities, and building/hangar construction. The solicitation requires firms to demonstrate expertise in aviation planning and engineering, with a focus on their ability to work with local governments, commit resources, and assist with grant funding. Evaluation criteria will include the firms' local economic impact, sub-consultant experience, project approach, interaction with city and regulatory agencies, and capacity to complete projects efficiently. The RFQ was posted on August 20, 2025, with responses due by September 23, 2025, and the contract period is expected to be five years.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded on a project-by-project basis, with no guaranteed volume of work during the five-year term. Consultants are permitted to hire subcontractors, though the primary consultant remains responsible for all work performed. While specific budget ranges are not detailed in the provided documentation, the scope suggests potential for multiple significant airport infrastructure projects. The solicitation indicates that work will be assigned based on the most qualified firms' capabilities, with an emphasis on comprehensive aviation engineering expertise. Potential projects mentioned include airport administrative and operations manuals, airport commerce park construction, airfield electrical assessments, land acquisition, large hangar construction, and taxiway rehabilitations. The City of Winter Haven will select firms based on their qualifications and ability to meet the complex and varied engineering needs of the Winter Haven Regional Airport.
