About this opportunity

The State of Maine Department of Health and Human Services, Maine Center for Disease Control & Prevention is requesting proposals for professional development, technical assistance, and evaluation services supporting Maine's School-Based Health Centers statewide, with proposals due October 29, 2026 at 4:00 p.m. via the Vendor Self Service System. Questions are due October 9, 2026 at 4:00 p.m.

The scope requires a single contractor to provide biannual de-identified electronic health record data collection and analysis across multiple EHR systems used by funded SBHCs, develop data dashboards and performance measure reports, deliver a minimum of five professional development meetings annually focused on quality improvement and data reporting accuracy, and provide direct technical assistance supporting implementation of Maine's SBHC Standards. Mid-year reports are due 90 calendar days after the first six months of each contract year; year-end reports are due 90 calendar days after contract year closure. All professional development meeting agendas require prior written Department approval before dissemination. Contractors must comply with Maine IT security standards, implement risk assessment and vulnerability scanning equivalent to MaineIT standards, maintain confidentiality of protected health information under state and federal law, and carry general liability and professional liability insurance.

The initial contract period runs January 1, 2027 through December 31, 2028, with two optional renewals: January 1, 2029 through December 31, 2030, and January 1, 2031 through December 31, 2031. Cost proposals must cover the initial two-year period with all-inclusive salary rates and travel reimbursement aligned to Maine state policy.

Evaluation uses a 100-point scale: 35 points for organizational qualifications and relevant experience, 40 points for proposed services, and 25 points for cost, with the lowest bid receiving maximum cost points. Bidders must submit three relevant projects completed within five years, staffing plans with job descriptions, implementation timelines, litigation history, financial statements for three prior tax years, and fixed cost proposals. No best and final offers will be solicited. The State anticipates one award and reserves the right to negotiate terms, reject proposals, or cancel the RFP. Any contract cannot become effective until at least 14 calendar days after award notification and State Procurement Review Committee approval.
