Multiple firms will be awarded basic contracts; the scope spans engineering analysis, geotechnical and environmental exploration, subsurface drilling, field testing (compaction, concrete cylinders, asphalt), and limited laboratory support performed by testing technicians under engineer oversight.

All respondents must employ a registered Professional Engineer on staff and maintain professional licensure in Florida. The basic contract term is three years with two optional one-year renewals exercisable at the County's discretion, subject to Volusia County Council approval and mutual agreement with the consultant. Services will be assigned through written Task Assignments specifying scope, dates, and payment terms. Compensation is based on unit prices negotiated per Task Assignment; no guarantee exists that any projects will be assigned. Evaluation criteria include qualifications, experience with similar projects, staff credentials, prime and sub-consultant collaboration history, quality of previous performance, financial resources, character, integrity, and compliance with applicable laws.

Required submissions include professional licenses, proof of insurance, conflict-of-interest disclosures, debarment certifications, drug-free workplace certification, truth-in-negotiation certification, human trafficking attestation, and certifications regarding scrutinized companies. Insurance requirements include Workers Compensation with Florida Statutory Coverage, Commercial General Liability with $1,000,000 per occurrence / $2,000,000 aggregate, Auto Liability $1,000,000 combined single limit, and Professional Liability $1,000,000 per incident / $2,000,000 aggregate, with the County named as additional insured where applicable.
