About this opportunity

The City of Rock Hill, South Carolina (York County) is issuing Request for Proposals #2101-RFP for professional auditing services to be provided by certified public accounting firms. The procurement seeks qualified vendors to conduct a comprehensive financial and compliance audit of the City's Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2027, with options to renew for three additional one-year terms through fiscal year 2030. The audit must comply with generally accepted auditing standards, Government Auditing Standards (July 2011 revisions), the Single Audit Act of 1984 and 1996 amendments, and OMB Uniform Guidance (Title 2 U.S. Code of Federal Regulations Part 200). Key deliverables include an audit plan by June 30, 2027, completion of fieldwork by November 20, 2027, draft ACFR delivery by December 4, 2027, and final audit reports by December 15, 2027, with an anticipated contract start date of July 1, 2026. The audit scope encompasses the City's complex financial structure, including a general fund, three special revenue funds, sixteen capital projects funds, ten enterprise funds, one permanent fund, and a component unit (Housing Development Corporation of Rock Hill) requiring separate audit opinion. Evaluation criteria are weighted as follows: experience and past projects (40 points), approach to project and capacity (40 points), and price (20 points). Proposers must demonstrate South Carolina licensure for the firm and all key professional staff, provide evidence of independence, submit their most recent external quality control review, list at least five significant government engagements from the past five years, and provide at least three client references. The proposal submission deadline is May 5, 2026, at 2:00 p.m. via the City's eProcurement Portal, with a questions deadline of April 28, 2026, at 4:00 p.m., and no pre-proposal meeting will be held.

Local purchasing preferences may apply, offering a 3 to 5 percent adjustment factor (capped at $25,000) to qualified York County or Rock Hill businesses established for at least one year with a valid City business license. Proposers must be registered as non-debarred entities, comply with South Carolina's Unauthorized Aliens and Public Employment law, and certify non-participation in prohibited Iran investment activities. All responding firms must obtain errors and omissions insurance providing coverage for willful or negligent acts, maintain professional liability insurance of at least $2 million per claim and $2 million in aggregate, general liability insurance of $2 million per occurrence and aggregate, and workers' compensation insurance. Proposers are required to warrant compliance with South Carolina laws regarding foreign corporations and certify that all proposal information is true and accurate, with agreement not to delegate or subcontract responsibilities without prior written City permission. Pricing must be submitted on the Schedule of Professional Fees and Expenses form as total all-inclusive maximum prices for each of the four fiscal year audits, with all out-of-pocket expenses incorporated into the maximum prices; an optional separate fee not to exceed $1,000 per year may be proposed for the Supplementary Schedule of Court Assessments if billed independently. No incumbent vendor, budget range, or specific award value has been identified in the procurement documents.
