About this opportunity
The Town of Prescott Valley is requesting qualifications from architectural and engineering consulting firms to develop a comprehensive Facility Master Plan for redevelopment of the existing Public Works Department and Utilities Operations Campus at 8454 E. Long Mesa Drive, Prescott Valley, Arizona, with statements of qualifications due September 28, 2026 at 3:30 PM Arizona MST.
The scope encompasses eight major tasks: existing conditions assessment, stakeholder engagement, space-needs programming, site master planning, operational analysis, construction phasing, cost estimating, and final Facility Master Plan preparation. The 4.5-acre campus houses Fleet Services, Streets, Stormwater, Facilities, Engineering, Administration, and Utility Operations in metal buildings constructed in the late 1970s and early 1980s rated in poor condition. This is Phase I (Planning) of a multi-year capital improvement program, with subsequent phases planned for FY28 (Design and Construction Documents) and FY29–FY30 (Construction).
Selection is made under Arizona Revised Statutes 34-603 based on demonstrated competence and qualifications. Evaluation criteria are weighted: prior experience 35 points, stakeholder input 25 points, project approach 30 points, and references 10 points. Required submittals include firm identification, proposed team members with resumes, detailed completion schedule, project approach with quality assurance procedures, descriptions of similar projects completed within five years, familiarity with Prescott Valley, capacity documentation, professional references, Arizona A/E registration, and professional liability insurance documentation (minimum $1 million per occurrence / $2 million aggregate, or 10% of construction budget, whichever is larger).
No pricing is specified in the RFQ; consultants propose fees during contract negotiations following selection. The selected consultant is anticipated to establish a long-term working relationship with the Town, potentially extending through design, construction administration, commissioning, and project closeout subject to successful performance, available funding, and Town approval.
A non-mandatory pre-submittal conference is scheduled for August 25, 2026 at 2:00 PM Arizona MST at the Civic Center Conference Room 330 with virtual attendance available. Questions are due September 21, 2026 at 5:00 PM MST. Town Council award recommendation is scheduled for December 10, 2026, with Notice to Proceed anticipated for December 11, 2026. All submissions must be uploaded to the Bonfire procurement portal in PDF format, with Addendum #1 acknowledgement required.
