About this opportunity
The City of Cortland is requesting proposals from qualified architectural and engineering firms to provide comprehensive design, engineering, bidding, and construction-phase services for Yaman Park improvements funded through the New York State Water Infrastructure Improvement Act – Swimming Facilities Program (NY SWIMS), with proposals due August 3, 2026 and a question deadline of July 21, 2026.
MWBE/SDVOB participation is an evaluation criterion; the RFP requires documentation of minority and women-owned business enterprise and service-disabled veteran-owned business participation in proposals. The scope encompasses demolition and reconstruction of a deteriorated bathhouse, restrooms, and three pavilions at the 4.5-acre park (originally constructed over 70 years ago) with full ADA accessibility, including accessible ramps and Mobi-Mats to the beach, and compliance with current codes and NYS standards. The project is a full renovation of seasonal outdoor swimming facilities.
Proposals must include firm qualifications and relevant experience, project team identification, proposed approach and methodology, preliminary project schedule, cost proposal with fee structure and estimated costs by phase, MWBE/SDVOB participation documentation, and at least three professional references. The selected firm must carry general liability insurance of $3,000,000 per occurrence and $3,000,000 aggregate and comply with DASNY procedures, NY SWIMS grant schedules, New York State procurement guidelines, prevailing wage compliance (if applicable), and equal employment opportunity requirements.
Evaluation criteria include demonstrated experience with similar projects, qualifications of the firm and project team, understanding of NY SWIMS and NYS grant requirements, quality and feasibility of the proposed approach, cost effectiveness, and MWBE/SDVOB participation. Answers to written questions will be provided July 24, 2026. Site visits to Yaman Park are encouraged; the facility is open to the public seven days a week from 11:00 a.m. to 7:00 p.m. The City Council is scheduled to award the contract on August 18, 2026, with execution on August 19, 2026. Addendum 1, posted July 13, 2026, confirms the question deadline of July 21 at 12:00 p.m.
