About this file

This is an Addendum No. 1 issued by the City of Cortland, New York, dated July 21, 2026, clarifying the Request for Proposal for Professional Architectural and Engineering Services for Yaman Park Improvements funded through the New York State Water Infrastructure Improvement Act - Swimming Facilities Program (NY SWIMS). The project encompasses comprehensive design, engineering, bidding, and construction-phase services for the demolition and reconstruction of a deteriorated bathhouse (2,500 square feet), restrooms, and three pavilions (1,000 square feet each) at the 4.5-acre park, which was originally constructed over 70 years ago. The park currently serves approximately 5,000 patrons during summer months and draws 300 or more visitors per day during favorable weather. Construction is anticipated to begin in summer 2027, with contractor bids released in Q1 2027 following fall 2026 demolition. The facility will be seasonal use only with no heating or air conditioning required. Proposals were due August 3, 2026, with written questions required by July 21, 2026, at 12:00 p.m. Site visits to Yaman Park are encouraged, with the facility open seven days a week from 11:00 a.m. to 7:00 p.m. The City Council was scheduled to award the contract on August 18, 2026, with execution on August 19, 2026.

The selected firm must carry general liability insurance of $3,000,000 per occurrence and $3,000,000 aggregate and comply with DASNY procedures, NY SWIMS grant schedules, New York State procurement guidelines, prevailing wage compliance, and equal employment opportunity requirements. MWBE/SDVOB participation is an evaluation criterion, with required documentation of minority-owned business enterprise (15 percent), women-owned business enterprise (15 percent), and service-disabled veteran-owned business (6 percent) participation in proposals. The addendum clarifies that SHPO historic structure consultations and archaeological site assessments have been completed and are not required under the A/E contract, no water treatment design services are needed, and the project involves complete demolition and new construction rather than renovation. Preliminary designs, cost estimates, and existing site utility plans from the NY SWIMS grant application are included as reference materials with the addendum.

Submitted Questions

A. What is the anticipated bathhouse and restroom size or population served?

• The main bathhouse is 2,500 square feet, and each of the three pavilions is 1,000 square feet. Beach attendance for the summer of 2025 was 5,000 patrons, not including those visiting the picnic shelters or pavilions. The beach, walking path encompassing the pond, picnic shelters along the water, three main pavilions, and playground draw 300 or more people per day during good weather months.

B. Is there a preliminary study?

• Preliminary designs and estimates were created and included with the NY Swims grant application. A copy it attached to the addendum.

C. When is the project expected to go to bid for contractors and what is the expected start date for construction?

• Demolition of the existing facilities will take place in the fall of 2026, with construction starting in early 2027. Bids for contractors will be released in Q1 of 2027 with construction starting in the summer of 2027.

D. Is the facility planned to be seasonal use only or year-round (i.e. heated restrooms) and are there any spaces that require air conditioning (i.e. lifeguard spaces)?

• The facility will be seasonal use, with no air conditioning or heat required.

E. Are existing drawings available of the structures or site utilities?

• Limited plans are available for the existing site utilities and are included with this addendum.

F. Are services related to SHPO Historic Structure consultations or Archaeological Site Assessments to be completed under the A/E contract?

• SHPO short form has been completed and no additional assessments are needed.

G. Are any design services related to water treatment for the swimming area required (i.e.

pumping, treatment, etc.)?

• No services related to water treatment are required, however, we would like to address the shallow water areas of the waterfront due to sand erosion and settling.

H. Can you provide us with the NY SWIMS grant application materials, including any initial designs for the Yaman Park improvements? Otherwise, do you have any designs/ renderings you can share outside of the application?

• All NY Swims grant documents and conceptual designs and estimates are included with this addendum.

I. Would you specify the extent to which the structures undergoing demolition – the inaccessible bathhouse, restrooms, and three pavilions – will be new construction versus just renovation?

• The facilities will undergo a complete demolition, and new construction will take place.

J. Would you provide the required minority-owned, women-owned, and service-disable veteran-owned business enterprise participation breakdowns? We know they are often 15%/15%/6% or 18%/12%/6% for state contracts/grants.

• 15%/15%/6%
