About this file

This is an Addendum #1 document issued by the City of Cortland, New York for the Yaman Park Improvements project funded through the New York State Water Infrastructure Improvement Act - Swimming Facilities Program (NY SWIMS). The addendum confirms the architectural and engineering services solicitation for comprehensive design, engineering, bidding, and construction-phase services for improvements to the 4.5-acre Yaman Park facility. The project scope includes demolition and reconstruction of a deteriorated bathhouse, restrooms, and three pavilions originally constructed over 70 years ago, with full ADA accessibility compliance including accessible ramps and Mobi-Mats to the beach. Proposals are due by 12:00 p.m. on Monday, August 3, 2026, with a written questions deadline of Tuesday, July 21, 2026 at 12:00 p.m. Site visits to Yaman Park are encouraged; the facility is open to the public seven days a week from 11:00 a.m. to 7:00 p.m. The City Council is scheduled to award the contract on August 18, 2026, with execution on August 19, 2026. Proposals must be submitted in two hard copies in sealed envelopes to the Cortland Youth Bureau, Attn: Andrea Piedigrossi, 35 Port Watson Street, Cortland, NY 13045.

Evaluation criteria include demonstrated experience with similar projects, firm and project team qualifications, understanding of NY SWIMS and New York State grant requirements, quality and feasibility of the proposed approach, cost effectiveness, and minority and women-owned business enterprise (MWBE) and service-disabled veteran-owned business (SDVOB) participation. The selected firm must carry general liability insurance of $3,000,000 per occurrence and $3,000,000 aggregate and comply with DASNY procedures, NY SWIMS grant schedules, New York State procurement guidelines, prevailing wage compliance if applicable, and equal employment opportunity requirements. Proposals must include firm qualifications and relevant experience, project team identification, proposed approach and methodology, preliminary project schedule, cost proposal with fee structure and estimated costs by phase, MWBE/SDVOB participation documentation, and at least three professional references. MWBE/SDVOB participation is an evaluation criterion, and the City reserves the right to award to other than the lowest-priced proposer and to negotiate with one or more proposers.
