About this opportunity

The State of New Hampshire Department of Employment Security (NHES) is requesting proposals for one production black and white photocopier/printer/scanner device and one color multifunction printer on a purchase basis, with a five-year full-service maintenance agreement, with proposals due July 8, 2026 at 4:00 PM. NHES is also issuing a concurrent lease-to-own RFP (NHES 2026-04) for identical equipment; vendors may submit responsive proposals to either or both RFPs.

All proposals must include technical and price proposals for both devices and a five-year maintenance proposal. Equipment will be delivered and installed at the NHES Repro Center, 45 South Fruit Street, Concord, NH 03301, within twenty working days of order receipt. The resulting contract is not to exceed over a five-year term commencing on the signed-off date of installation acceptance, subject to approval by the Governor and Executive Council.

Price proposals must specify separate pricing for the black and white photocopier/printer/scanner purchase, the color multifunction printer purchase, and the full-service maintenance agreement. Maintenance pricing includes quarterly base charges and overage click rates, with the black and white device quarterly base charge calculated at 150,000 clicks and the color multifunction printer at 30,000 color clicks plus 5,000 black and white clicks; overage rates may not exceed the base rate.

Evaluation uses a 100-point scale: 60 points for technical proposal (30 points for relevant experience and qualifications, 30 points for service availability during regular business hours) and 40 points for price proposal (25 points for equipment purchase pricing, 15 points for maintenance pricing). The State reserves the right to reject any and all proposals, conduct independent investigations, request clarifications, waive immaterial deviations, and open negotiations with subsequent vendors if unable to reach agreement with the highest-scoring vendor.

The vendor inquiry period closes June 23, 2026 at 4:30 PM Eastern Time, with final agency responses to inquiries due June 26, 2026 at 4:30 PM.
