About this opportunity

The City of Long Beach is seeking an artificial intelligence solution to improve procurement efficiencies, with an Expression of Interest due February 14, 2025, and a Notice of Results issued February 18, 2025 confirming receipt of fifteen responses and a forthcoming Request for Proposal.

The scope covers AI-powered capabilities to support vendor sourcing, outreach, solicitation drafting, and contract research, including generation of solicitation language (scopes of work, goals, key performance indicators), market analysis to identify potential vendors and respondents, NAICS code identification, and integration with existing City systems. Respondents must address their approach to project goals, value proposition and competitive differentiation, product status (existing product or co-creation with the City), anticipated pilot duration including setup and evaluation periods, required City resources (staff, facilities, data, software, hardware, infrastructure), and relevant client references or case studies demonstrating prior deployment experience.

No pricing, contract value, or contract term is specified in the EOI or results notice. The City explicitly states that the EOI does not constitute a promise to issue a solicitation or any contract and that all costs associated with responding are the responsibility of the respondent. A vendor that previously submitted a proposal through the Pitch Long Beach initiative is exempt from responding.

The City received fifteen responses and intends to issue a competitive Request for Proposal through its Long Beach Buys electronic portal. Successful pilots may extend into longer-term agreements. Inquiries should be directed to Tommy Ryan, Administrative Analyst III, at (562) 570-5664 or rfppurchasing@longbeach.gov. Vendors should monitor www.LongBeachBuys.com for the upcoming RFP.
