About this opportunity
The City of Long Beach, California is procuring two current-model vehicle solar-powered chargers under ITB FM-25-531, with bids due December 10, 2024 at 11:00 a.m. through the online portal at https://longbeachbuys.buyspeed.com/bso/. This procurement is funded through Federal Aviation Administration grant funds, triggering mandatory FAA compliance provisions including Buy American preferences, DBE requirements, nondiscrimination standards, and domestic procurement preferences outlined in Appendix B.
Long Beach-based businesses meeting specific criteria receive a ten percent local preference reduction applied solely for bid evaluation purposes; if awarded, payment will be based on the actual bid price. The chargers will support the Airport Department's daily operations as part of the Airport Improvement Program.
Each system must be a fully equipped, transportable charging unit with dual charger plugs, a minimum 4.3W solar array, 43kWh expandable storage, dual J1772 connectors with capability for up to six J1772 standard charging plugs, and an off-grid 100% solar-powered emergency power panel featuring a 6kW 120/240V solar generator. The equipment must have a wind rating of up to 125 mph, comply with California Vehicle Code, California Code of Regulations, SAE Standards, Federal Motor Vehicle Standards, and Cal OSHA provisions, and be ready for service upon delivery with all manufacturer's latest improvements in current production. Maintenance and operation services are included for the first year, encompassing PV panel cleaning, battery system checks, and inverter performance assessment. The Remote Monitoring and Management System must include a first-year annual plan providing 4G LTE and WiFi login access, remote performance assessment, and troubleshooting, extendable for up to five years.
The contract term is one year with no renewal options and will not extend past December 2025. All parts and work must be warranted against failure for three years from acceptance. All prices must be firm and include shipping, handling, unloading, and inside delivery to a location within Long Beach. The City will award to the lowest responsible and responsive bidder. Questions are due by 11:00 a.m. on December 3, 2024, with answers posted by December 5. Bid opening and contractor selection are scheduled for January 2025. Beam Global of San Diego, California, has been identified as the intended awardee at $167,525.12 per unit.
