About this opportunity
The South Dakota Department of Education's Division of Child and Adult Nutrition Services is seeking a qualified USDA National Processing Agreement (NPA) Commodity Processor to convert USDA material 100047 Bulk Liquid Eggs into specific processed food products for child nutrition programs. The required deliverables include pre-cooked Colby cheese omelets, scrambled egg patties, scrambled eggs with cheese and bacon, and whole grain French toast sticks, which must meet specific Child Nutrition (CN) meal equivalency and nutritional requirements. Proposals are due by November 8, 2024, at 5:00 PM CT, with an anticipated contract start date of July 1, 2025, for an initial one-year term and potential four-year extension. Prospective vendors must submit detailed proposals demonstrating their qualifications, with inquiries to be directed to Rochelle Kenzy at Rochelle.Kenzy@state.sd.us using the subject line "RFP #24RFP11141". The evaluation will likely include a taste testing component, as evidenced by the attached Taste Testing Evaluation worksheet, which scores products on criteria such as smell, appearance, texture, and taste.
This procurement appears to have specific restrictions, including a requirement that vendors cannot be a "Prohibited Entity" as defined in South Dakota Executive Order 2023-02, which excludes organizations ultimately owned or controlled by entities from China, Iran, North Korea, Russia, Cuba, or Venezuela. Potential bidders must complete several mandatory exhibits, including a Contractor Certification (Exhibit C), a Substitute W-9 form (Exhibit B), and demonstrate compliance with the State Participation Agreement for USDA Foods processing. While no specific budget range is explicitly stated, the contract involves processing USDA commodity foods, suggesting potential volume-based compensation. The successful vendor must be an approved USDA National Processing Agreement Commodity Processor with the capability to transform bulk liquid eggs into standardized, nutritionally compliant food products for school meal programs. Vendors must be prepared to provide immediate written notification if their organizational status changes and potentially face contract termination for non-compliance with the state's requirements.
