About this opportunity
The Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are seeking comprehensive Juvenile Sexual Offender Evaluation and Treatment Services through Request for Proposal (RFP) #10875. The solicitation requires providers to deliver psychosexual evaluations and specialized counseling/therapy services for youth with sexual offense charges or problematic sexual behaviors across multiple Florida judicial circuits. Required services include full psychosexual evaluations, individualized treatment plans, individual/family/group counseling sessions, monthly progress reports, and potential legal testimony. Providers must be licensed professionals meeting specific statutory qualifications, with counseling sessions structured as 60-minute (50 minutes minimum therapy) or 30-minute (25 minutes minimum therapy) interventions. The RFP requires providers to submit proposals by October 4, 2024 at 2:00 PM EDT, with an anticipated contract start date of March 1, 2025, and an initial contract term ending June 30, 2029. A mandatory site visit is required, and late arrivals will be deemed non-responsive. Proposals will be evaluated on technical capabilities, staffing, implementation plans, and financial components, with pricing subject to maximum allowable rates.
The solicitation encourages diversity and allows various organizational types to respond, including non-profit organizations. Tie-breaking criteria provide preferences for businesses with drug-free workplace certifications, certified minority business enterprises (CMBE), service-disabled veteran's business enterprises, Florida-based businesses, and foreign manufacturers with Florida factories. Respondents may submit proposals for one or multiple circuits, with the DJJ anticipating multiple awards per circuit. Current service volumes suggest moderate demand, with existing contracts showing between 12-32 youth per circuit. While specific contract values are not explicitly stated, maximum allowable rates include $850 for psychosexual evaluations, $140 per individual/family therapy session, $50 per group therapy session, and $200 per hour for legal testimony (not exceeding 5 hours per appearance). The RFP identifies current providers including All-In-One Therapy, Inc., Chemical Dependency Counseling, Citrus Health Network, Inc., Helping Hand Counseling & Consulting Services, and Craig D. Finney, M.S., LMHC, LMFT, who have been awarded contracts in various circuits.
