About this opportunity

The Bristol Water Pollution Control Department (WPCD) in Rhode Island has issued a Request for Qualifications (RFQ) for professional engineering services related to wastewater infrastructure projects in Bristol County. The procurement seeks a comprehensive consulting engineering firm to support four specific projects: sewer system rehabilitation involving 4,000 linear feet of trenchless rehabilitation, compost facility improvements, a preliminary assessment for Ferry Road Pumping Station abandonment, and miscellaneous wastewater treatment facility improvements. Prospective consultants must demonstrate a minimum of fifteen years of experience in wastewater engineering services and submit detailed qualifications by 12:00 P.M. on February 26, 2025, with submission requirements including one hard copy and an electronic PDF version. The selection will follow a Qualifications Based Selection (QBS) process, with an evaluation based on a 100-point scoring system that considers firm qualifications (25 points), key personnel (15 points), relevant experience (30 points), and responsiveness and project management (25 points). An additional 5 points will be awarded to firms headquartered in Rhode Island, providing a potential competitive advantage for local engineering firms.

The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements are clearly defined, mandating General Liability coverage of $1,000,000 per occurrence with a $5,000,000 umbrella, and Professional Liability coverage of $2,000,000 per claim with a $3,000,000 aggregate. While no specific budget range is disclosed, the WPCD reserves the right to request additional financial information from respondents and can either interview a shortlist of firms or make a selection based solely on written submissions. The procurement appears open to qualified engineering consulting firms with substantial experience in wastewater infrastructure projects, with a preference for firms demonstrating comprehensive capabilities across the specified project areas. Potential respondents should carefully review the detailed RFQ document to ensure full compliance with the submission requirements and to understand the comprehensive scope of services expected by the Bristol Water Pollution Control Department.
