About this opportunity

This state and local contract opportunity is for the North Carolina Department of Transportation (NCDOT) to purchase 60,000 cool stream mitigation credits required for compensatory mitigation needs of transportation projects in the French Broad, 06010105 hydrologic unit. NCDOT is soliciting proposals for both released credits and/or credits anticipated to be released by December 31, 2032. Proposals are due by August 23, 2024, and NCDOT will announce successful proposers by September 9, 2024. The total number of credits must be available for purchase by January 31, 2033 to meet current project schedules. Proposers must be the owner, sponsor, or authorized agent of an approved mitigation bank. NCDOT will evaluate proposals based on the lowest Adjusted Unit Price per Credit, which takes into account the credit status, maturity, and release schedule. NCDOT reserves the right to contract for the full or partial amount of the credit request. The successful proposer(s) will enter into a Mitigation Credit Purchase Agreement, which will require a performance bond or other approved security equal to the total purchase price of all credits.

This contract opportunity does not have any set-aside designations or restrictions on the types of organizations that can respond. The contract is open to all approved mitigation bank owners, sponsors, or authorized agents. The value of the contract is not explicitly stated, but will depend on the number of credits purchased and the Adjusted Unit Price per Credit offered by successful proposers.
