About this opportunity

The Michigan Department of Technology, Management, and Budget solicits competitive proposals for Request for Proposal No. 260000001218 to establish comprehensive Prisoner Store and Friends and Family Care Package services across all 26 Michigan Department of Corrections (MDOC) facilities serving approximately 33,000 incarcerated individuals. The contractor must provide a minimum of 400 approved commissary items across mandatory categories including healthcare, hygiene, stationery, food, metered envelopes, and miscellaneous goods; establish and maintain Michigan-based warehouse fulfillment centers; supply and manage approximately 375 dual-language kiosks with ADA compliance; and process bi-weekly prisoner store orders, friends and family care package orders via internet, mail, and telephone, and gift bag and fundraiser fulfillment within specified delivery timeframes (5 business days for standard orders, 7 business days for friends and family packages, 7 calendar days for gift bags). The contractor must maintain continuous inventory availability with no more than one percent of approved items out-of-stock on any business day, provide 24-hour recall notification capabilities, collect a minimum 14 percent Prisoner Benefit Fund Commission on applicable sales, and submit monthly operational reports covering sales, delivery compliance, technical issues, inventory outages, and commission reconciliations. Evaluation criteria are weighted as follows: Product Quality (35 points), Service Capabilities (35 points), additional Statement of Work sections (10 points), and Vendor Questions Worksheet (20 points), with proposals achieving 80 or more technical points advancing to pricing evaluation. A pre-proposal meeting is scheduled for April 29, 2026, at 3:30 p.m. Eastern via Microsoft Teams; written questions are due by May 4, 2026, with answers posted by May 11, 2026; proposals must be submitted electronically by June 15, 2026, at 1:55 p.m. Eastern; and the anticipated contract commencement date is October 1, 2026. The contract will have an initial term of five years (October 1, 2026, through September 30, 2031) with up to three optional one-year renewal periods at the State's sole discretion, with firm pricing for the first 365 days and annual adjustment requests thereafter based on documented cost changes.

The RFP does not specify incumbent vendor eligibility or identify current contractors, and establishes a requirement that if subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises, although no other set-asides for minority or disadvantaged business enterprises are identified. The State indicates a preference to award this contract to a single contractor capable of servicing the entire state but reserves the right to award multiple contracts, conduct facility tours, oral presentations, interviews, and reference checks during evaluation, and may refuse award to bidders with outstanding State taxes or debt. The contractor must comply with comprehensive security requirements including Criminal Justice Information Services (CJIS) protocols for accessing sensitive criminal justice data, submit to annual independent third-party audits of data privacy and information security programs, maintain FedRAMP authorization or annual SSAE 18 SOC 2 Type II audits, encrypt all data in transit and at rest using FIPS-validated AES encryption, and maintain specific insurance coverage including $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, $1,000,000 Privacy and Security Liability, and $1,000,000 Crime/Fidelity Insurance. The State retains ownership of all work product and state data; contractors are prohibited from accessing or processing State Data outside the continental United States; and all data must be stored in facilities meeting Uptime Institute Tier 3 standards. No specific budget amount or award value range is disclosed in the available solicitation documents, with the State reserving the right to determine fair market value regardless of technical scores and retaining authority to waive performance penalties for extenuating circumstances through provisions outlined in the detailed Service Level Agreements and contract schedules.
