About this file
This is a Statement of Work for Request for Proposal No. 260000001218 issued by the Michigan Department of Corrections (MDOC) to establish a comprehensive prisoner store and friends and family care package service across all 26 correctional facilities in Michigan serving approximately 33,000 incarcerated individuals. The contractor must provide a minimum of 400 approved commissary items including mandatory healthcare, hygiene, stationery, food, metered envelopes, and miscellaneous goods. Services include accepting and processing bi-weekly prisoner store orders; providing friends and family care package ordering via internet, mail, and telephone; fulfilling gift bags and fundraiser items for facilities using Prisoner Benefit Funds; and supplying prisoner televisions for indigent prisoners and incentive programs. The contractor must establish and maintain Michigan-based warehouse fulfillment centers, provide approximately 375 kiosks with dual-language functionality (English and Spanish) and ADA compliance, and manage all hardware, software, network infrastructure, and IT connectivity. Standard order delivery is required within five business days; friends and family packages within seven business days; and gift bags and fundraisers within seven calendar days. The contractor must maintain continuous inventory availability with no more than one percent of approved items out-of-stock on any business day and provide 24-hour recall notification capabilities.
The contract pricing is firm for an initial 365-day period beginning on the effective date, with annual adjustment requests permitted based on documented changes in actual contractor costs and subject to mutual agreement. The contractor must collect a minimum Prisoner Benefit Fund (PBF) Commission of 14% on applicable sales, excluding vending machine cards, photo tickets, metered stamp envelopes, facility purchases, and health/hygiene/over-the-counter medication items. The State prefers to award this contract to a single contractor capable of servicing the entire state; however, the document does not specify whether incumbent contractors are eligible, current contract holder information, set-asides for minority or disadvantaged businesses beyond the requirement that if subcontractors perform more than 20% of deliverables, at least 20% of subcontracted work must go to Michigan-based Geographically Disadvantaged Business Enterprises. The contractor must submit transition and implementation plans within 15 calendar days of contract award, comply with all State of Michigan IT policies and standards, maintain service level agreements as detailed in Schedule H, and submit monthly operational reports covering sales, delivery compliance, technical issues, inventory outages, and commission reconciliations. No specific contract term length is stated in this Statement of Work document.
