About this opportunity
The Illinois Secretary of State is requesting bids on the printing of pressure seal renewal stickers under IFB B-53421~2, with bids due August 12, 2026. Vendors must be registered in the Illinois Procurement Gateway (IPG) with an active, unexpired Vendor Registration Number and must submit either the IPG Active Registered Vendor Disclosure or the Vendor Disclosure form (version 24.1) along with their bid response; failure to submit the required disclosure form results in disqualification.
The scope is 4.5 million pressure seal renewal forms in Magenta-5378 color (or approved equivalent) in both glued and non-glued configurations, plus 2,000 test samples. Forms measure 8.5 inches wide by 11 inches high and must incorporate pressure-seal functionality, sequential numbering with Mod 10 check digits, barcode printing, and integrated retroreflective stickers with security features. Vendors must submit detailed specifications for retroreflective sheeting material, manufacturer information, and a minimum of 100 print-ready samples; sample approval may require up to six weeks. The State reserves the right to adjust form configuration during the contract term.
Delivery milestones are 1,000 glued and 1,000 non-glued test forms by October 1, 2026, with remaining production quantities due by December 31, 2026, or through alternative schedules extending into February 2027. The contract initial term runs from execution through June 30, 2027 with no renewal options and a maximum total term not exceeding ten years. Pricing is firm and fixed; no price escalation clauses are permitted. The award goes to the lowest-priced responsive and responsible bidder.
Prevailing wage requirements apply. Domestic product preference applies if manufactured in the United States; Illinois-manufactured products receive additional preference consideration. Vendors awarded contracts valued at $1,000 or more must remit a $15 Minority Contractor Opportunity Initiative fee. The contract may be partially or wholly funded with federal funds. No bid bond or performance bond is required. Vendors must contact the delivery coordinator at least 72 hours before shipment.
