About this file
This is a Vendor Questions and Answers document related to Illinois Secretary of State Invitation for Bid (IFB) B-53421 for the printing of pressure seal renewal stickers. The document addresses vendor inquiries regarding the technical specifications and construction requirements of the license plate sticker product. The scope involves 4.5 million pressure seal renewal forms in Magenta-5378 color in both glued and non-glued configurations, plus 2,000 test samples. Forms must measure 8.5 inches by 11 inches and incorporate pressure-seal functionality, sequential numbering with Mod 10 check digits, barcode printing, and integrated retroreflective stickers with security features. Test forms are due by October 1, 2026, with remaining production quantities due by December 31, 2026, or through alternative delivery schedules extending into February 2027. The contract initial term runs from execution through June 30, 2027, with no renewal options and a maximum total term not exceeding ten years. Bids were due August 12, 2026.
The Q&A document clarifies that the decal is affixed within a die-cut well and may be applied using either a thin intermediate carrier liner or a single-layer backing patch with release material, with the backing patch centered and adhered around the entire perimeter. The document specifies that samples are only provided to the awarded vendor. Pricing is firm and fixed with no price escalation clauses permitted, and the award goes to the lowest-priced responsive and responsible bidder. Prevailing wage requirements apply, and domestic product preference applies for U.S.-manufactured products, with additional preference for Illinois-manufactured items. Vendors awarded contracts valued at $1,000 or more must remit a $15 Minority Contractor Opportunity Initiative fee. The contract may be partially or wholly funded with federal funds, and vendors must contact the delivery coordinator at least 72 hours before shipment.

Vendor Questions and Answers Set One B-53421
1. Is the decal material Orofol - Surys Inc. material? Unfortunately, we do not have record of the material Sury used for the decal.
2. Is the decal piggybacked on another label?
3. Is there a die-cut well with glassine patch where the decal is affixed?
Answer to #2 and #3 – 1.2.6 of the Renewal Forms with Stickers IFB 53421 bid attachment indicates: Die-cut form with single layer backing patch, sticker nested on patch. The license plate sticker shall be nested into the form and either applied directly to the single layer backing patch or by using a thin intermediate carrier liner. The backing patch must be centered within the die-cut with equal margins all around and adhered to the form around the entire perimeter.
The decal is affixed in a die-cut well. Some vendors have used a thin intermediate carrier liner with the decal and some have used a single-layer backing patch with some type of release material with the decal.
4. Is it possible to get some samples to review the construction?
Answer: Samples are only provided to the awarded vendor
