About this opportunity
Greenville County, South Carolina, is seeking a contractor to provide comprehensive printing, insertion, and mailing services through Request for Proposal #23131, specifically for the Real Property Services Department. The procurement is for a four-year contract with potential for four annual renewals, allowing other agencies to potentially utilize the contract. The project involves processing multiple document types including real estate and personal property bills, vehicle bills, mobile home receipts, certified notices, paid receipts, and business registration applications, with estimated annual volumes ranging from 3,190 to 810,000 documents. The proposal requires vendors to quote unit costs for each document type, with evaluation based on six equally weighted criteria: responsiveness to RFP, experience with similar projects, cost, equipment capabilities, response time, and references. The RFP was issued on May 26, 2023, with proposals due by June 14, 2023, at 3:00 pm, and a tentative award date of June 21, 2023. Vendors must demonstrate comprehensive capabilities including production facility details, customer support protocols, backup facility plans, data security measures, and quality control processes.
The contract requires compliance with federal, state, and local regulations, including the South Carolina Illegal Immigration Reform Act and the Prison Rape Elimination Act. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the county reserves the right to interview respondents or request demonstrations during the selection process. Vendors must maintain comprehensive general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000, and statutory worker's compensation coverage. The sample services agreement indicates that invoices will be submitted upon completion of services, with payment due upon receipt and considered past due after 30 days. Although a specific contract value is not detailed in the documents, the extensive document processing requirements suggest a significant potential contract value. Contractors will need to demonstrate robust technological infrastructure, data handling capabilities, and the ability to process various government documents with high precision and security.
