About this opportunity

The City of Philadelphia is requesting quotes on printers and scanners under a micro purchase contract, with quotes due June 15, 2026. The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and shall not deliver or provide services until notified by the department.

The maximum contract value is $35,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term commences on the Effective Date and terminates automatically 365 days thereafter, with no obligation for the City to receive or pay for products or services ordered after expiration. Quote validity periods are 60 days from submission. All prices must be quoted net and exclusive of taxes, with delivery on an FOB Destination Point basis. The City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes. Payment is due following delivery, City approval, and submission of invoices, processed through electronic deposit.

Contractors must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with minimum limits of $500,000 per occurrence, and Automobile Liability insurance at $300,000 per occurrence if applicable. All sellers must comply with Philadelphia's nondiscrimination requirements, tax requirements, and ethics laws, and shall indemnify the City against all liabilities arising from the seller's fault or negligence.

Quotes must be submitted electronically through PHLContracts at www.PHLContracts.phila.gov. Sellers must execute and file a Consent and Authorization Agreement prior to bid closing — submission at profile registration or attachment to the first quote satisfies this requirement. An executed Consent & Authorization form must be on file or attached with the quote submission. An optional LGBTQ Applicant Opportunity Data Form is available. Vendors should download and review all provided terms and conditions, complete required attachments, and address all validation warnings before submitting.
