About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is soliciting bids for a comprehensive printed envelope contract (ITB #24/25-76) to supply various municipal departments with custom envelopes. The procurement covers multiple envelope types including #10 standard and window envelopes, #9 reply and business reply envelopes, and special format envelopes for departments such as Water & Sewer, Town Clerk, Police Department, and Registrar of Voters. The contract term is two years, from September 1, 2025 to August 31, 2027, with an option to extend for one additional year. Bid responses are due by August 1, 2025 at 11:00 am, with a virtual bid opening via Zoom. The town requires vendors to provide comprehensive pricing that includes inside delivery to each ordering department, with all associated costs for typesetting, artwork, setup, and production incorporated into the quoted price. Envelopes must be 24# white wove, primarily printed in black ink, with specific requirements including round flaps, continuous gluing, and incorporation of the town seal dated 1823 where applicable. Delivery must be completed within 21 calendar days of approved proof, with vendors prohibited from printing their own company name or logo on the envelopes.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly detailed in the procurement documents. The estimated annual quantities vary significantly by department, with Water & Sewer requiring approximately 60,000 window envelopes and Collection of Revenue needing around 30,000 window envelopes. While no incumbent vendors were identified, the town reserves the right to award the entire contract to a single bidder. Pricing is structured on a per-thousand basis for different quantity ranges, from 1,000 to over 60,000 envelopes across various envelope types and sizes. The town can provide camera-ready artwork of the Town Seal for the Town Clerk's envelopes, offering some flexibility in design requirements. The procurement emphasizes a comprehensive, fixed-price approach that includes all production aspects, with strict delivery specifications and no additional allowances for freight, fuel, or energy charges. Though no specific budget range was provided, the extensive departmental needs and two-year contract term suggest a potentially significant total contract value for the successful vendor.
