About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for print and mailing services of Kentucky vehicle titles on behalf of the Kentucky Transportation Cabinet Department of Vehicle Regulation under RFB 758, with bids due June 15, 2026 at 1:30 PM ET (extended from June 12 via Addendum #1).
The scope involves off-site daily processing to convert electronic data to paper format, print titles and addresses per USPS specifications, prepare documents for mailing, and deliver to the post office. The contractor must supply all paper stock, vehicle title forms, envelopes, and postage. Estimated annual volumes are approximately 1.5 million vehicle titles (125,000 monthly), 4,000 vessel titles monthly (46,000 annually), and related non-vehicle title documents, with non-vehicle titles required to be mailed within 40 hours of data receipt. Title paper specifications mandate 24-pound stock with continuous embedded security threads, pantograph features, micro-printing, chemical sensitization, embossing of the Commonwealth seal, and minimum 20 percent post-consumer waste content; the paper must be recycled.
The contract will be a Master Agreement for an initial two-year term with three optional one-year renewal periods. Pricing shall be submitted on a per-completed-title basis, remain valid for a minimum of 60 calendar days after bid due date, with no increases permitted during the first 12 months. Evaluation uses best-value approach: 90 points for price (lowest bidder receives maximum) and 10 points for U.S. experience. The successful bidder must provide a performance bond or irrevocable letter of credit equal to 20 percent of the total bid amount, maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, establish at least two operational processing facilities for disaster recovery, implement 24-hour monitoring with controlled access and employee background checks, and comply with the Driver Privacy Protection Act and confidentiality requirements. A test run of 2,000 forms is required within 60 days of contract award. A bid reading will be conducted on June 15 at 3:30 PM ET via conference line. Vendor questions were due June 3, 2026.
