About this opportunity

The Wyoming Department of Administration and Information, Purchasing Section, on behalf of the Wyoming Game and Fish Department, is requesting bids for printing and annual delivery of law books under a three-year contract, with proposals due November 2, 2026 at 2:00 p.m. Mountain Time and questions due October 22, 2026. Wyoming residency preferences apply under W.S. 16-6-301, permitting resident bidders to submit bids up to 10 percent higher than the lowest non-resident bid, provided the successful resident bidder performs at least 75 percent of contract work within Wyoming.

The scope requires annual printing and delivery of updated law books following each legislative session, with delivery four to eight weeks after the Agency provides materials. Books must measure 6" × 8" to 6" × 9" in single-column format with spiral or coil binding, minimum 35# page weight, and 88# covers featuring the Agency seal and name. Content includes Wyoming Statutes from multiple titles, constitutional provisions, state and federal forms references, and uniform bail and forfeiture schedules. Bidders must submit a draft for Agency review and approval before printing and shall ship final books to the Agency's regional office at 3030 Energy Lane, Casper, Wyoming.

Bids must specify pricing for five order scenarios: 1, 25, 100, 250, and 500 copies, with all prices including shipping and handling and excluding federal, state, county, and municipal taxes. No compensation is provided for overruns. Originals and negatives become Agency property upon completion. Award will be made to the responsive and responsible bidder; the State reserves the right to make multiple awards if deemed in its best interest. Bidders must submit complete vendor verification documentation through the Public Purchase online bidding system. Foreign corporations must obtain a certificate of authority from the Wyoming Secretary of State.
