About this opportunity

The City of Santa Fe, New Mexico is requesting bids for the Primary Clarifier #1 Rehabilitation Project under ITB #FY27-Const. ITB-009, with electronic submissions due September 30, 2026 at 2:00 p.m. through the OpenGov Procurement Portal. New Mexico resident preferences apply — 8 percent for resident contractors or 10 percent for resident veteran contractors with less than $6 million in gross revenue — provided no federal funds are used; bidders must submit valid resident certification from the New Mexico Taxation & Revenue Department to qualify.

The scope involves complete replacement of the rotating mechanical assembly on a 94-foot diameter circular primary clarifier at the Paseo Real Wastewater Reclamation Facility, including a WesTech C42 Cage Drive unit, replacement cage and rake arms, spiral blades, skimmers and scum box, and all miscellaneous supplies and installation labor. The original clarifier was installed in 1998 and has experienced advanced corrosion of carbon steel and failed protective coatings. Work also includes replacement of the electrical control panel and concrete/grout repairs. Bidders must coordinate directly with WesTech Engineering to obtain OEM component pricing and verified lead times and submit pricing on a lump sum basis for the complete scope.

The contract term may range from one to ten years depending on the City's needs, with renewal options available annually by mutual agreement. A pre-bid conference was held September 15, 2026, at 10:00 a.m. via Microsoft Teams; a non-mandatory site visit is available September 16, 2026, at 9:00 a.m. at 73 Paseo Real, Santa Fe, NM 87507. The project is subject to New Mexico Public Works Minimum Wage Act Wage Decision No. SF-26-2717-H and the City of Santa Fe Living Wage Ordinance ($14.03 per hour effective March 1, 2023, adjusted annually). Prime contractors and subcontractors with bids exceeding $60,000 must register with NMDWS prior to bid opening. The successful bidder must submit a 5 percent bid bond or cashier's check, post 100 percent performance and labor/material payment bonds (contract price exceeding $25,000), maintain comprehensive liability and property insurance, and provide a one-year warranty on work performed. Award will be made to the lowest responsive and responsible bidder in the City's best interest.
