About this opportunity

Grays Harbor County Public Utility District (Washington) is soliciting bids for the Priest Rapids Hatchery Siphon Intake Modifications, a traveling screen installation and related infrastructure work at the Priest Rapids Dam facility, with proposals due October 15, 2026.

The contractor must furnish all material, labor, and equipment for successful traveling screen installation per the bid documents, design specifications, and drawings. The scope includes comprehensive project coordination with district operations, maintenance, dam safety engineering, electrical engineering, and fish and wildlife departments, as well as continuous operation of existing district facilities throughout construction. Environmental design criteria include 130 mph wind speeds (Exposure Factor D), 75 psf snow load, seismic risk category III with site class D, and AASHTO H20/HS20 loading for concrete piers. The contractor must engage a professional land surveyor registered in Washington State for all construction staking and layout, establish benchmarks and reference points, and provide four integrated training sessions (operations, maintenance, and engineering) accommodating district personnel schedules.

Submittals are extensive and due within specified windows: a project construction schedule; preconstruction and weekly construction progress photographs at 1832 × 3264 pixel resolution (minimum 48 per submission); a Contractor Quality Control Plan within 30 days of Notice to Proceed; weekly CQC reports; and a temporary erosion and sediment control plan with a certified lead. The CQC System Manager must have minimum three years' construction experience on similar projects and remain onsite with absences not exceeding two weeks at any time. All submittals must be provided in PDF format through the District's O365 SharePoint site; the district allows 30 days for review and approval of action submittals. Erosion control requires installation and maintenance of temporary sediment and silt fencing, erosion blankets on slopes steeper than 2:1, plastic sheeting, and mulch materials, with weekly inspections by a certified Erosion and Sediment Control Lead and within 24 hours of runoff events. Record documents using color-coded pencil entries must be maintained contemporaneously with construction and submitted with each progress payment request.
