About this file
This document is the Technical Specifications for Contract 230-13067, the Priest Rapids Siphon Intake Replacement project in Washington State, detailing submittal procedures, project coordination, quality control, and erosion management requirements for a traveling screen installation and related infrastructure modifications at the Priest Rapids Dam facility. The project requires the contractor to furnish all materials, labor, and equipment for successful installation of the traveling screen system, along with comprehensive coordination with district operations, maintenance, dam safety engineering, electrical engineering, and fish and wildlife departments. Key submittals include a project construction schedule, preconstruction and weekly construction progress photographs (minimum 48 per submission at 1832 x 3264 pixels resolution), a Contractor Quality Control (CQC) Plan due within 30 days of Notice to Proceed, weekly CQC reports, temporary erosion and sediment control plans with a certified lead, and a staging plan for the construction area. The contractor must maintain continuous operation of existing district facilities throughout construction, establish benchmarks and reference points as required, and obtain a professional land surveyor registered in Washington State to perform all necessary construction staking and layout. All submittals must be provided in PDF format through the District's O365 SharePoint site, with the district allowing 30 days for review and approval of action submittals.
The specifications establish rigorous quality control and documentation standards requiring three-phase control (preparatory, initial, and follow-up) for all definable work features, with the CQC System Manager maintaining a minimum of three years' construction experience on similar projects and remaining onsite with absences not exceeding two weeks at any time. Environmental and design requirements include wind speeds of 130 mph (Exposure Factor D), a 75 psf snow load, seismic risk category III with site class D, and AASHTO H20/HS20 loading for concrete piers. The contractor must provide all initial lubricants, spare parts, special tools, and accessories upon equipment acceptance and furnish four integrated training sessions (operations, maintenance, and engineering) accommodating district personnel schedules. Erosion control measures include installation and maintenance of temporary sediment and silt fencing, erosion blankets on slopes steeper than 2:1, plastic sheeting, and mulch materials (wood or grass straw cellulose fiber at 2 tons per acre or 1 ton per acre of wood fiber), with a certified Erosion and Sediment Control Lead inspecting all disturbed areas weekly and within 24 hours of runoff events. Record documents must be maintained contemporaneously with construction using color-coded pencil entries (green for deletions, red for additions, blue circled for notes) and submitted with each progress payment request, with failure to properly maintain records potentially resulting in deferral of payment recommendations.
