About this opportunity

The specific deliverables consist of 48 linear feet of 13" x 22" Arch Reinforced Concrete Pipe, Class V; 2 arch end sections with 3:1 slope reinforced concrete pipe with sloped/mitered ends; and delivery services for a full truck load on an FOB Destination, Prepaid and Allowed basis. All products must comply with City Standard Specifications and Details for items 503S, 508S, and 510, maintain a Manning "n" value of 0.013 or less, and include certificates from independent laboratories demonstrating compliance with ASTM standards C76, C478, C506, and C1433. Contractors must be manufacturers and/or haulers with a minimum of three years of experience providing reinforced concrete pipe, box culverts, and manhole sections within the previous five-year period, maintain a full-time permanent business address, and be available Monday through Friday from 8:00 a.m. to 4:30 p.m. Delivery must occur within five business days of order notification to the Watershed Protection facility at 901 Dalton Lane, Austin, Texas 78742, which operates Monday through Thursday from 7:00 a.m. to 2:00 p.m. The invitation was posted April 29, 2026, with a quote due date of May 5, 2026, and award will be made to the lowest responsive offer meeting all stated minimum qualifications. Evaluation criteria emphasize overall low cost, though the City reserves the right to make single or multiple awards based on individual categories, line items, or cost criteria deemed most advantageous.
The City of Austin initially distributes this solicitation via email to certified HUBs and Minority/Women-owned Business Enterprises (M/WBEs); if adequate quotes are not received, the solicitation is posted publicly on Austin Finance Online with notice sent to all registered vendors for applicable commodity codes. All offerors must complete the City of Austin Wage Theft Training within thirty days of contract award and certify compliance with non-discrimination requirements and wage theft ordinances. Contractors are required to carry commercial general liability insurance with minimum limits of $500,000, business automobile liability coverage, and worker's compensation insurance, with the City named as additional insured. The City is exempt from all federal excise taxes and state sales taxes, and no additional taxes will be honored on invoices submitted after award. The quoted quantities of 48 linear feet and 2 end sections are estimates only, and the City does not guarantee purchase of the listed amounts; however, the City reserves the right to purchase products on the open market if items are unavailable, with costs charged to the contractor. No specific incumbent vendor information or budget range is disclosed in the solicitation documents; payment shall be made within thirty days of receipt of properly documented invoices contingent upon satisfactory delivery and City approval.
