About this opportunity
The Division of Capital Asset Management and Maintenance (DCAMM) is seeking quotes for audit services to review landlord records and operating expenses related to a 286,308-square-foot office sublease at 100 Cambridge Street, Boston, Massachusetts, with quotes due June 18, 2026 at 2:00 PM EST under PRF78 Statewide Contract.
This is a competitive quote under an existing statewide master contract. Contractors must hold specific experience in commercial office building operating expense reviews and commercial real estate lease accounting audits. All pricing must conform to blended hourly rates established in the contractor's original PRF78 RFR response, with all fringe benefits, profit, travel, accommodations, and indirect expenses incorporated into the hourly rate. Alternative pricing structures such as performance-based or fixed-fee arrangements may be proposed if more cost-effective than hourly billing. No separate fees for travel, costs, or materials are permitted.
The audit covers the fiscal year July 1, 2024 through June 30, 2025, with deliverables comprising a draft report and final report. DCAMM seeks a one-year initial contract with three optional one-year extension terms exercisable at the agency's sole discretion, with annual reviews for subsequent fiscal years through June 30, 2030. The contract master term runs January 1, 2025 through December 31, 2026, with SOW performance extending through June 30, 2030. The SOW cost cap has not been pre-determined and will be established based on submitted quotes.
Payment cannot be made until deliverables are received and accepted by DCAMM. The parties may negotiate a phased payment plan aligned with deliverable completion. The eligible entity must encumber sufficient funds for the maximum SOW cost for the entire contract duration in accordance with state comptroller policies. Award notification is anticipated by June 16, 2026, with performance beginning June 22, 2026. All contractors must comply with data and application confidentiality requirements and provide security verification as needed. Any work outside the executed SOW scope requires formal amendment prior to performance initiation.
