About this file

This is a Statement of Work (SOW) for audit services issued by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) under the existing PRF78 Statewide Contract. DCAMM is seeking competitive quotes for an audit review of landlord records and operating expenses related to a 286,308-square-foot office sublease at 100 Cambridge Street, Boston, Massachusetts. The audit scope covers the fiscal year July 1, 2024 through June 30, 2025, with deliverables consisting of a draft report and final report. The contract includes an initial one-year term with three optional one-year extension terms exercisable at DCAMM's sole discretion, with annual reviews for subsequent fiscal years through June 30, 2030. The master contract term runs January 1, 2025 through December 31, 2026, with performance extending through June 30, 2030. Quotes are due June 18, 2026 at 2:00 PM EST, with award notification anticipated by June 16, 2026 and performance beginning June 22, 2026.

Contractors must hold specific experience in commercial office building operating expense reviews and commercial real estate lease accounting audits. All pricing must conform to blended hourly rates established in the contractor's original PRF78 RFR response, with all fringe benefits, profit, travel, accommodations, and indirect expenses incorporated into the hourly rate. Alternative pricing structures such as performance-based or fixed-fee arrangements may be proposed if more cost-effective than hourly billing, and no separate fees for travel, costs, or materials are permitted. The SOW cost cap has not been pre-determined and will be established based on submitted quotes. Payment cannot be made until deliverables are received and accepted by DCAMM, although the parties may negotiate a phased payment plan aligned with deliverable completion. Eligible entities must encumber sufficient funds for the maximum SOW cost for the entire contract duration in accordance with state comptroller policies. All contractors must comply with data and application confidentiality requirements and provide security verification as needed, with any work outside the executed SOW scope requiring formal amendment prior to performance initiation.
