About this opportunity

The New York State Office of Mental Health is requesting bids on preventive maintenance services for the Building Management System and ancillary equipment at Pilgrim Psychiatric Center in Brentwood, New York, with bids due July 28, 2026 by 3:00 p.m. ET. Attendance at one of two mandatory pre-bid site visits (June 16 or June 30, 2026) is a hard eligibility requirement; OMH will accept bids only from vendors that attended one session.

The scope encompasses quarterly, semi-annual, and annual preventive maintenance on Siemens Insight direct-digital-control BMS equipment across eight buildings, including control panels, air handling unit sensors, thermostats, controllers, and uninterrupted power supplies. Technicians must be trained and experienced in Siemens Insight and DDC systems. Mechanical and controls drawings will be shared only after contract award. The contractor must work with existing site-provided administrative credentials and may subcontract with equipment manufacturers for access beyond facility capabilities. The contract includes a $100,000 time-and-material allowance over the five-year term ($20,000 annual material allowance with a 10 percent markup, plus estimated labor hours for BMS Automation Specialists and Mechanical Technicians at straight time, overtime, and training rates). Emergency repair labor is priced separately with a two-hour response requirement. Travel time, mileage, and fuel are non-reimbursable.

The contract term is five years, commencing September 1, 2026, with the contractor potentially required to begin services "at risk" pending final Office of the State Comptroller approval and execution. Prevailing wage rates established by the New York Department of Labor apply; certified payroll documentation is required with invoicing. Fixed pricing with no escalation is mandated. The awardee is the responsible and responsive lowest-total-bid responsive bidder. Minority and Women-Owned Business Enterprise participation goals are 0% across all categories; Service-Disabled Veteran-Owned Business participation is encouraged but not mandated. Bids must remain firm for 120 days. Three addenda have been posted: Addendum #1 (June 23) established the second site visit; Addendum #2 (July 13) extended the bid deadline and published final Q&A; Addendum #3 (July 15) provided additional clarifications on quarterly and annual PM services.
