About this opportunity
The California Department of Public Health (CDPH), specifically the Viral Rickettsial Diseases Laboratory Program (VRDL) and Microbial Diseases Laboratory Program (MDL), is seeking a contractor to provide preventative maintenance and repairs for Biological Safety Cabinets (BSCs) through Invitation for Bid #16-10097. The solicitation covers comprehensive maintenance services for 119 BSCs located at the Richmond facility, including annual certifications, HEPA filter changes, decontamination, and equipment repairs. Qualified contractors must provide NSF-certified technicians who meet ISO 9000 and 17025 accreditation requirements, with specific technical capabilities including velocity profile tests, smoke tests, HEPA filter leak tests, electrical leakage testing, and UV output testing. The bid requires detailed service pricing across 13 different maintenance categories, with technicians capable of performing emergency repairs within 24 hours and standard repairs within 72 hours. The bid was posted on May 2, 2016, with proposals due by May 12, 2016 at 5:00 PM PST, and an anticipated contract start date of July 1, 2016.
The procurement does not include specific set-aside designations, though the CDPH has voluntarily waived Disabled Veteran Business Enterprise (DVBE) participation requirements while still encouraging DVBE involvement. Contractors must maintain substantial insurance coverage, including $1,000,000 in commercial general liability insurance and $1,000,000 in pollution liability insurance when handling hazardous substances. The contract term is 24 months, running through June 30, 2018, with potential extensions based on performance and funding availability. The maximum contract value is strictly capped at $100,000, with any bods exceeding this amount automatically deemed non-responsive. Vendors will be selected based on the lowest total rates received for services, with a fixed $5,000 annual allocation for parts. All replacement parts must receive advance written approval from authorized VRDL/MDL staff representatives and carry a minimum 30-day warranty, including labor charges.
