About this opportunity
The West Virginia Department of Administration Purchasing Division issued a Central Purchase Order Request for Quotation (CRFQ) on December 15, 2014, for prestressed concrete beams and related materials to support the Division of Highways District Six in Moundsville. The solicitation requires vendors to supply interior and exterior prestressed concrete box beams (81' 6" long × 3' wide × 42" deep with 30-degree left forward skew), post-tension bars, reinforced elastometric bearing pads, anchor bolts, guardrail attachment assemblies, guardrail posts with steel tubing, sponge rubber washers, and preformed joint fillers totaling 747.50 linear feet of interior beams, 163 linear feet of exterior beams, 177 linear feet of additional beams, and 28 to 42 individual units of hardware components, along with 531 linear feet of grout stop material destined for the Jobes Bridge Project Site in Wetzel County on Route 12. All materials must be fabricated in accordance with attached design plans and specifications and delivered F.O.B. destination within 90 working days after receipt of a purchase order or notice to proceed, with vendors bearing all shipping costs and risk of loss. Contract award will be based on the lowest overall total cost from vendors whose bids meet all mandatory specifications, with vendors required to complete pricing pages with unit prices and extended prices in their entirety. Bidders were required to submit sealed bids electronically through wvOASIS by January 22, 2015, at 1:30 p.m., and mandatory attendance at a pre-bid conference was required with failure to attend resulting in bid disqualification. Interested vendors could contact Misty Delong at the West Virginia Purchasing Division at (304) 558-8802 or misty.m.delong@wv.gov for additional information.
The West Virginia Purchasing Division established vendor preference categories under West Virginia Code 5A-3-37, offering preferential consideration to resident vendors and businesses meeting specific residency and employment criteria, as well as to veteran-owned businesses and small, women- and minority-owned businesses certified by the Purchasing Division, with preference percentages ranging from 2.5 to 5 percent applied solely as an evaluation method to cost bids. All vendors were required to submit a notarized Purchasing Affidavit certifying compliance with W. Va. Code 5A-3-10a, confirming that neither the vendor nor any related parties owe outstanding debts exceeding one thousand dollars in aggregate or are in employer default. Upon contract award, the apparent successful vendor must provide a performance bond of five percent of the total bid amount, a labor-material payment bond of 100 percent of the contract value, a two-year maintenance bond covering roofing systems, and proof of required insurance coverage prior to contract execution. Pricing shall remain firm for the life of the contract unless otherwise specified, and the State reserved the right to waive minor irregularities and accept or reject any bid in whole or in part. All applicable federal, state, and local laws and regulations must be observed, including prevailing wage requirements for construction projects, and the State may cancel the contract immediately upon written notice if materials or workmanship do not conform to specifications, delivery timelines are not met, or other contractual obligations are breached.
