About this opportunity

Dallas Independent School District (DISD) is seeking pressure and power washing services through a Request for Proposal (RFP) for district-wide facilities and campuses. The comprehensive solicitation requires vendors to provide all labor, materials, and equipment for washing various surfaces, including building exteriors, porches, patios, and rooftops. Specific technical requirements mandate vendors use hot water pressure washing systems, soft washing systems, and specialized cleaning techniques with pressure levels ranging from less than 300 PSI to 2,400 PSI and water temperatures between 130-160 degrees. Required vendor certifications include Soft Wash System and Wood Cleaning/Restoration Certifications, with vendors expected to use non-bleach, non-detergent cleaning solutions. The contract is structured for an initial three-year term with potential for two successive one-year extensions, not to exceed five years total. Proposals are due by November 6, 2025, with work to be performed after operating hours and coordinated directly with district representatives.

The RFP strongly emphasizes Minority and Women-Owned Business Enterprise (M/WBE) participation, with an aspirational small business goal of 30% for goods and services contracts. Vendors can receive up to 20 evaluation points for M/WBE participation, considering factors such as commitment to the Small Business Office program, subcontractor references, M/WBE certification, and diversity of subcontractors. The district accepts M/WBE certifications from multiple agencies, including North Central Texas Regional Certification Agency and the State of Texas' Historically Underutilized Business (HUB) program. While no specific budget range is explicitly stated, the solicitation indicates district-wide, as-needed service procurement funded through local, state, federal, and grant sources. Vendors must comply with extensive documentation requirements, including completing forms such as the Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and potential deviation request forms to participate in the competitive procurement process.

Opportunity text

This Request for Proposal (RFP) will be used to purchase pressure/power washing services across the District's facilities and campuses. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
