About this opportunity
The State of Oregon Department of Administrative Services, Enterprise Asset Management Division, issued Request for Proposal S-10700-00015314 for comprehensive pressure washing services at approximately 38 state-owned buildings located in Salem, Portland, Eugene, and Wilsonville. The scope encompasses pressure washing of sidewalks, walkways, driveways, curbs, alcoves, pathways, and designated exterior surfaces to remove dust, dirt, grease, grime, rust, organic material, and biohazards, with additional services available for graffiti removal, vertical surfaces, planter boxes, retaining walls, and emergency biohazard cleanup on an as-needed basis. Proposers must demonstrate a minimum of three years' experience providing pressure washing services to public buildings or similar facilities and must possess capability for chemical pressure washing, dry sand blasting, and understanding of specialized cleaning techniques for sensitive surfaces such as wood decking and artwork-coated concrete requiring lower PSI applications and soft wash procedures. The RFP required attendance at a mandatory pre-proposal conference on December 17, 2025, and mandatory site visits to Salem locations on December 17 and Portland locations on December 18, 2025, with proposals due January 14, 2026. The evaluation criteria allocated 20 points for pricing (with the lowest-priced proposal receiving maximum points), 10 points for executive summary, 20 points for company profile and financial stability, 15 points for account management, 25 points for technical implementation plan, and 10 points for work samples. JM Total Clean was named the apparent successful proposer on February 12, 2026, with a combined score of 363.00 points, followed by Vancouver Janitorial Services with 327.00 points and Master Blaster of Coos Bay with 289.00 points, with a protest deadline of February 20, 2026.
The procurement encourages participation from Oregon Certification Office for Business Inclusion and Diversity (COBID)-certified firms, including disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, with proposers required to submit a Certified Disadvantaged Business Outreach Plan if anticipating subcontracting opportunities. The initial contract term spans two years with unlimited renewal options through fully executed amendments, and pricing remains firm during the initial contract term with adjustments at renewal limited to increases not exceeding the Consumer Price Index for Portland/Salem Urban Consumers. The maximum not-to-exceed compensation for any single purchase order is $150,000, though the cumulative value of all purchase orders under the price agreement is undetermined with no guaranteed minimum volume of work. JM Total Clean was the awarded contractor; however, the specific contract value and detailed pricing structure are subject to negotiation following award. Proposers must maintain comprehensive insurance including workers' compensation, commercial general liability of $1,000,000 per occurrence/$2,000,000 annual aggregate, automobile liability of $1,000,000 combined single limit, and pollution liability of $500,000 per occurrence/$1,000,000 annual aggregate, with the State supplying all water sources and hose bibs at facility locations.
