About this opportunity
Charlotte Water, a department of the City of Charlotte in Mecklenburg County, North Carolina, seeks qualified contractors to provide comprehensive pressure washing and exterior cleaning services for multiple water and wastewater treatment facilities under RFP #FY26-RFP-16. The procurement encompasses pressure washing services at seven wastewater treatment plants (McAlpine, Irwin, Sugar, Mallard, McDowell, Ashe Plantation, and Stowe) and three water treatment facilities (Franklin, Vest, Dukes), with additional locations designated by the city on an as-needed basis. Contractors must provide all labor, equipment, materials, and supplies necessary to perform services in compliance with federal, state, and local regulations, including environmental and OSHA requirements, with commercial-grade pressure washing equipment capable of producing 3,000 to 4,500 PSI with hot water capability up to 200 degrees Fahrenheit and environmentally friendly, biodegradable, EPA-compliant cleaning solutions. The contractor must be available for emergency or special-request services within 48 hours of notification and will be required to submit hourly crew rates organized by service level (standard, after-hours, and emergency) for each of the three contract years, with all pricing comprehensive and all-inclusive. Proposals are due April 1, 2026, at 2:00 p.m. ET through the Bonfire e-Procurement Portal, with solicitation questions accepted through March 25, 2026; contract award is anticipated for April 30, 2026, with services commencing May 1, 2026. The initial contract term is three years with options to renew for two additional one-year periods, and evaluation will consider qualifications and experience, cost effectiveness and value, and acceptance of contract terms. Required qualifications include comprehensive insurance coverage (commercial general liability and workers' compensation meeting North Carolina statutory requirements), a completed Contractor Safety Assessment Form documenting written safety and health programs and OSHA compliance history, three client references preferably from similar-sized organizations or those with comparable cleaning service experience, and background checks for all employees prior to work and annually thereafter.
The City encourages participation from minority-owned, woman-owned, and small business enterprises (MWSBEs) certified within the Charlotte Combined Statistical Area and requires submission of the MWSBE Utilization Form documenting the bidder's certification status and M/W/SBE subcontractor participation. Contractors must comply with the City's Charlotte Business Inclusion Policy regarding minority and women business enterprise utilization and reporting requirements and certify non-discriminatory practices in subcontractor and supplier solicitation and selection, disclosing any discrimination complaints filed within the past ten years. The contractor is responsible for all spill prevention, response, and reporting at Charlotte Water treatment facilities, including compliance with ISO 14001 Environmental Management Systems standards, SPCC regulations, and stormwater pollution prevention requirements. Pricing submitted in proposals shall remain firm for 180 days from the proposal due date and, once awarded, shall remain fixed for the entire contract period unless adjusted according to sample contract terms, which permit price increase requests during renewal terms only with written justification based solely on legitimate, bona fide increases in material costs, subject to the City Manager's sole discretion for approval or rejection. The sample services contract specifies an effective date of May 1, 2026, with invoices due within sixty days of service completion and payment within thirty days of receipt, and the City reserves the right to terminate the contract with 30 days' written notice if the contractor fails to meet specified requirements, with the contractor responsible for re-cleaning unsatisfactory areas and repairing any damage at no additional cost to the city. No specific budget range or award value is disclosed in the solicitation documents.
