About this opportunity

The County of Orange, OC Waste & Recycling, is conducting a competitive sealed bid procurement for three trailer-mounted diesel-powered pressure washers to support cleaning and maintenance operations across three active landfills: Olinda Alpha Landfill, Frank R. Bowerman Landfill, and Prima Deshecha Landfill. The equipment specifications call for portable cold water pressure washers with reference model ALKOTA 837S 10GPM units featuring KDW1003 diesel engines, UTT460 tandem axle 460-gallon tank trailers, Kohler diesel electric start engines, industrial triplex plunger pumps operating at 2700 psi or above, and 460-gallon dual tank capacity. The awarded contractor must provide comprehensive warranty coverage with a minimum five-year warranty on pumps, two years on engines, and one year on remaining components, along with operations and safety training at each landfill location at no additional charge and establishment of a local service center. All equipment must comply with applicable California Vehicle Codes and Federal Safety Regulations, and be of latest model design manufactured by producers with a minimum one-year track record of successful similar installations. Electronic bids must be submitted through the County's eProcurement Portal at https://procurement.opencov.com/portal/ocgov by May 29, 2026, at 10:00 a.m., with the solicitation number IFB-299-3045406-AA. Bidders may submit questions or requests for clarification through the solicitation's Question & Answer section by Friday, May 15, 2026, before 10:00 a.m. The County will award the contract to the lowest responsive, responsible bidder, with bids remaining valid for 365 days after the closing date.

The solicitation includes a five percent price deduction preference for bidders certified as County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with a maximum allowable preference deduction of $100,000; if the lowest bidder holds OCLSB or DVBE certification, the contract will be awarded at the certified bidder's original bid price rather than the reduced price. Within seven days of County notification of award, the successful contractor must provide proof of insurance, a completed W-9 form, valid D-U-N-S and UEI numbers, and all required certifications including the Certification Regarding Debarment and Levine Act Campaign Contribution Disclosure Form. The contract is structured as a firm fixed-fee agreement with a one-year initial term commencing upon execution, with no automatic renewal unless specifically approved by the County Board of Supervisors, and no price increases permitted during the first year. Comprehensive insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, workers' compensation at statutory limits, and employers liability insurance of $1,000,000 per accident or disease. The contract also requires the contractor to maintain inventory for on-demand County orders, obtain all necessary permits and licenses at its own expense, and is subject to potential cooperative use by other County departments and governmental entities with a 2 percent administrative rebate on subordinate contract sales. No specific budget range or award value ceiling is disclosed in the solicitation documents; pricing submissions are required on a firm, fixed, line-item basis for all three pressure washer units, with all-or-none bids not accepted unless in the County's best interest.
