About this opportunity

West Texas Centers for Mental Health and Mental Retardation is requesting proposals for prescription and pharmacy services for over 7,000 individuals across approximately 35 service sites in 23 counties, with proposals due August 21, 2026 at 5:00 p.m. A notarized conflict-of-interest affidavit and independence attestation are mandatory submission requirements.

The scope encompasses medication purchasing, inventory management, prescription dispensing in multiple formats (single-dose, weekly, bi-weekly, monthly, and injectable), delivery, pharmacist consultation during business hours, and quality improvement programs addressing medication errors and adverse reactions. The provider must achieve 48-hour turnaround for standard orders and 24-hour turnaround for emergency prescriptions and routine refills. Services must maintain stock of intramuscular medications including Haldol Decanoate and Prolixin Decanoate and comply with Clozaril National Registry participation. The provider must integrate with Streamline EHR (Smartcare) and furnish electronic interface capabilities. Utilization data from May through July 2026 shows 15,187 medication claims across psychiatric, neurological, and general therapeutic categories, with approximately four individuals served per residential location.

Mandatory qualification criteria include current Texas State Board of Pharmacy licensure, active Texas and DEA Controlled Substances Registration, Medicare and Medicaid provider status in good standing, and Texas State Comptroller good standing. Compensation uses a tiered markup structure based on invoice acquisition cost (ranging from 2.68 to 1.05) plus $1.50 per-prescription dispensing fee and $6.00 per patient assistance program drug. Invoices are payable within thirty days with a 1% discount for seven-day payment. Full credit is available for medications returned within sixty days. The Center functions as payor of last resort with a 37% Medicaid rate overall; only injectable medications are billed to third-party payors.

Proposals are evaluated on mandatory criteria (pass/fail), technical criteria (0–45 points), cost criteria (0–20 points), and formal interview performance (0–35 points) if conducted. Board recommendation is scheduled no later than August 28, 2026, with contract execution targeted for no later than September 30, 2026. Written questions will be consolidated and answered in an addendum posted to the Texas Electronic State Business Daily. A contract value is not specified.
