About this file
This file is an exhibit document detailing specialized pharmacy services required by West Texas Centers, a mental health and mental retardation authority in Texas. The contract specifies comprehensive prescription dispensing services including medication purchasing, inventory management, and consultation capabilities. The provider must maintain a minimum forty-eight-hour turnaround time for standard medication orders, twenty-four-hour turnaround for emergency prescriptions and routine refills, and capability to dispense medications in single-dose packaging or requested increments (weekly, bi-weekly, monthly). Additional service requirements include maintaining stock intramuscular medications such as Haldol Decanoate and Prolixin Decanoate, providing pharmacist consultation during business hours, implementing quality improvement programs addressing medication errors and adverse reactions, and restricting refills until eighty percent of the prescription interval has elapsed unless otherwise authorized by Authority physicians.
The provider must maintain current licensure through the Texas Board of Pharmacy, active Controlled Substances Registration Certifications from both Texas and the Drug Enforcement Administration, and participate in the Clozaril National Registry. The payment structure utilizes a tiered markup and dispensing fee model based on invoice amounts, ranging from markups of 2.68 at higher cost levels down to 1.05 for invoices exceeding $250, with a flat $1.50 dispensing fee per prescription and $6.00 per patient assistance program drug. The Authority functions as payor of last resort and will reimburse only for medications actually picked up or delivered and prescribed by Authority physicians using the approved medication list. Invoices are payable within thirty days, with a one percent discount available for payments made within seven days, and the Authority grants full credit for unused medications returned within sixty days. The provider must comply with all applicable state and federal regulations, maintain Medicare and Medicaid participation in good standing, and notify the Authority of any governmental inquiries or investigations.
