Services must include timely dispensing of routine, emergency, and refill prescriptions with 48-hour turnaround for new orders and 24-hour turnaround for emergency prescriptions and routine refills, quality improvement programs addressing dispensing errors and adverse reactions, and strict HIPAA and behavioral health record confidentiality compliance. Proposals will be evaluated on mandatory criteria (Texas State Comptroller good standing, independence affidavit, current Texas State Board of Pharmacy license, Texas Controlled Substances Registration, DEA registration, and Medicare/Medicaid provider status), technical criteria (0-45 points) addressing experience with MHMR or comparable healthcare entities, turnaround capability, packaging options, pharmacist availability, staff qualifications, quality improvement programs, and customer service, cost criteria (0-20 points) evaluating markup structure and dispensing fees, and formal interview performance (0-35 points) if conducted. The Center is a tax-exempt entity; bid prices should exclude taxes and include any charitable discounts. Pricing should be provided with a tiered markup structure based on invoice acquisition cost, specific dispensing fees per prescription, separate pricing for Patient Assistance Program drugs if applicable, and any monthly or delivery fees. The successful vendor must enter into a Provider Services Agreement with an anticipated not-to-exceed annual amount to be negotiated based on projected utilization, maintain records for a minimum of seven years, and comply with all applicable federal and state regulations, HIPAA requirements, and Texas Administrative Code provisions.
