About this opportunity
The City of Miami Beach is seeking to establish a pre-qualification pool of contractors for pour-in-place services for parks and playgrounds through Invitation to Bid (ITB) 2022-161-AY. The procurement targets contractors capable of installing specialized playground surfacing using recycled rubber crumb, chips, or buffing with a polymer binder, typically applied in two layers: a cushioning lower layer and a wearing course top layer. Qualified vendors must be licensed as a State of Florida Certified General Contractor or Miami-Dade County Licensed General Contractor. Contractors will be evaluated based on their ability, capacity, skill, integrity, reputation, and previous performance. The pre-qualification process will create a vendor list from which the City can request quotes for specific projects, with the prequalification status valid for three years and potential for two one-year renewals at the City Manager's discretion. The solicitation was posted on March 25, 2025, with proposals due by April 5, 2027.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Contractors must meet comprehensive insurance requirements, including workers' compensation, general liability, automobile liability, and professional liability insurance, with the City of Miami Beach named as an additional insured on most policies. While specific project budgets are not detailed in the documentation, the procurement is structured as an on-demand, as-needed service contract allowing the City to solicit quotes from prequalified vendors for individual playground surfacing projects. The procurement approach suggests flexibility in project scope and potential value, with contractors being selected based on their demonstrated capabilities and ability to provide cost-effective solutions for playground surface installations. The pre-qualification pool approach indicates the City anticipates multiple potential projects over the three-year qualification period, though exact monetary values are not specified in the available documentation.
Opportunity text
The City of Miami Beach is seeking applications from qualified contractor(s) who wish to participate in a pre-qualification pool that will be used to provide pour-in-place services to the City, on an "as needed" basis as specified herein. Pour-in-place will be used throughout most parks and playgrounds using a combination of rubber (preferably recycled) crumb, chips, or rubber buffing, or all three, with a polymer binder in specific percentages determined by the manufacturer/installer that is mixed proximate to the playground and poured in one or more layers on a prepared base to provide a smooth and seamless surface. The pour-in-place surface is generally installed in two layers, with the lower layer being a cushioning layer and the top being a wearing course. Interested vendors may submit an application indicating its intent to become prequalified. All vendors which meet or exceed the criteria established in this solicitation shall be placed on a pre-qualification list that may be accessed by the City to obtain price quotations for pour-in-place services.
